1. Coeur d'Alene keeps opening council meetings with prayer, 4-1 #

  • Tuesday the council voted to keep its lottery system for invocations rather than switch to a moment of silence or drop prayer. Fewer groups have been signing up. CdA has opened with prayer since at least 1970, originally only Christian pastors picked by the Kootenai County Ministerial Association.
  • Dan Sheckler was the lone no. He wanted to go back to the Ministerial Association choosing who prays. Dan English was absent. Confirmed.

  • Angle for Dave: The "any faith-based nonprofit" lottery is the same kind of open-invocation policy that let a speaker end Ottumwa, Iowa's council invocation with "Hail Satan" on Oct 6 (Ottumwa Courier). That's the Social Kingship of Christ against neutral pluralism, on Dave's home turf. Note: you already posted on this at 5:14 PM PT (your post). The "thanks Candlelight" line and the Post Falls mayor leading prayer aren't in the Press story; check your sourcing before repeating on air.

2. Former Rathdrum mayor may never have been eligible to serve #

  • Sheriff's reports from a May 3 domestic-battery call say Mike Hill was "currently living in Spokane." Idaho law vacates an office when the holder moves out of the jurisdiction. Hill resigned May 4. The prosecutor declined charges Aug 12.
  • Rathdrum's city attorney asked the prosecutor (Aug 31 letter) to determine his residency. If the office was legally vacant, Hill's acts, including his March 11 council appointment of Laura Fuller, could be voided. No response from the prosecutor yet.

  • ⚠️ Named person (Mike Hill): He was never charged. The residency claim rests on a sheriff's report and the city attorney's letter, as reported by S-R (single outlet). Hill didn't respond. Say "reports say" or "may have," not "lived in Spokane."

3. CdA schools to survey grades 6-12 on family life and mental health #

  • The state-funded Idaho Youth Well-Being Survey (Idaho Dept. of Education, run by nonprofit Communities for Youth) goes to CdA students in Oct-Nov. Questions cover habits, family life, and physical and mental health.
  • The district says it's anonymous and given only with parental permission. A Panhandle Health-led coalition will act on the results. Public presentation at the Kroc Center in December. Confirmed.

IDAHO STATE #

1. Prop 1 (abortion-rights initiative): Yes side outraising No side about 2 to 1 #

  • Through Sept 29, the Yes PAC (Idahoans United) raised about $4.9M, with $1.7M from out of state. Donors include D.C.-based Government That Works PAC ($650K) and Michael Bloomberg ($250K). The No PAC (Too Extreme for Idaho) raised about $2.5M, almost all from Idaho. Top No donors are the Harrisons ($1M), who helped found Salt & Light Catholic radio. The Diocese of Boise gave $2K, and Knights of Columbus councils gave too.
  • Prop 1 would repeal Idaho's abortion bans and add rights to contraception and IVF. Vote is Nov 3. Confirmed (state campaign finance data via Capital Sun).

  • Angle for Dave: Out-of-state billionaire money against the unborn in Idaho, while the Catholic institutional contribution is $2K. Also: AG Labrador's August opinion lets churches spend on ballot measures without disclosing donors.

2. Teachers' health trust is insolvent; state takes control #

  • The Idaho School Benefit Trust (100+ districts and charters, 16,676 people covered) ran out of money. The Dept. of Insurance declared it in hazardous condition and seeks to run it as rehabilitator. Blue Cross of Idaho is lending $11.9M (about $13M with 6% interest), and districts must repay. DOI says it was told of the cash crisis only in July. An exam that began Aug 3 will produce a public report.
  • CdA School District missed the Sept 10 deadline, some July-Aug claims were denied, and it paid its $1.8M share in a lump sum Oct 1. Confirmed.

  • Angle for Dave: Who were the trustees and advisors, and why did no one warn districts? A mismanagement and accountability story with a direct Kootenai tie (also a Tribune lead).

3. HJR 4 would strip voters' power to legalize drugs by initiative #

  • The constitutional amendment on the Nov 3 ballot gives the Legislature sole power to legalize marijuana, narcotics and "psychoactive substances." Citizens could no longer do it by initiative. It passed the House 58-10 and the Senate 29-6.
  • Sponsor Sen. Scott Grow says it blocks deep-pocketed out-of-state campaigns. Critics (David Adler, Alturas Institute) say voters would surrender initiative rights permanently. Confirmed.

1. FBI sting: Minnesota teen charged in ISIS-inspired Mall of America plot #

  • Sheikhdoon Abdullahi Mohamud, 18, of Richfield, MN, was arrested Oct 6 after paying $600 to an undercover FBI employee for an AK-47 (made inert), magazines and about 200 rounds. DOJ says he planned a mass shooting at the mall's Oct 24 Hmong Arts Celebration. An informant had messaged him since Dec 2024 about joining al-Shabaab or attacking in the U.S. He's charged with receiving a firearm to commit terrorism. Confirmed (DOJ complaint, AP, CBS, WaPo).
  • ABC reports he told the agent part of his motive was a belief the mall was "owned by Jews."

2. Oct 7, three years on: Israel strikes Gaza; NPR says Netanyahu was warned #

  • Israel marked the anniversary with memorials and new strikes. Gaza officials reported 3 to 5 dead. More than 1,460 people have been killed in Gaza since the Oct 2025 ceasefire (Gaza health ministry), and the total exceeds 74,200. Israel votes Oct 27.
  • NPR, citing four people with direct knowledge, reports Netanyahu was personally warned (including by UAE's leader and Egyptian intelligence) before Oct 7, 2023. Single outlet with multiple anonymous sources. Netanyahu calls it "fake news" and has sued Israeli outlets over similar reports.

3. Iran war, month eight: 81 U.S. aircraft lost or damaged; Vance softens on enrichment #

  • A new Congressional Research Service tally: at least 81 U.S. aircraft lost or damaged since Operation Epic Fury began Feb 28, including 12 F-15Es, an F-35A, 7 KC-135s, an E-3 and 45 Reapers. That's up from 42 in May, partly because of newly public information. The Pentagon IG put munitions spending at $22.3B through June. At least 18 U.S. service members have died.
